08 Honda Civic. The holes to attach front license plate are too wide. What do I do? - 2008 honda front license plate gracket

I live in Texas. Legally speaking, we have the plates fitted front and rear. The holes for the front are too big for the board and I just try to make the holes in the front bumper too. Any help in this situation? (I've around the plate in the windshield, but finally a warning for yesterday)
